A Rule of the District shall be effective upon adoption by affirmative vote of the District Board.  After a Rule becomes effective, it may be repealed or amended only through the rulemaking procedures specified in these Rules.  Notwithstanding, the District may immediately suspend the application of a Rule if the District determines that the Rule conflicts with Florida law.
